Roles and Responsibilities
Chemical and General Safety Department
The CGS department will
- Maintain a staff of at least one AHERA-accredited asbestos supervisor
- Ensure projects involving Class I and II work are supervised by the asbestos program manager
- Perform building, area, and facility inspections to characterize and identify ACM
- Develop and maintain an inventory of all known ACM
- Maintain records of all Bay Area Air Quality Management District (BAAQMD) work notifications
Asbestos Program Manager
The asbestos program manager will
- Maintain certification as an asbestos supervisor
- Characterize asbestos exposure for activities performed at SLAC that may release asbestos fibers into the work environment
- Provide oversight and technical support for asbestos work performed by SLAC personnel and asbestos subcontractors
- Perform work-area, worker, and clearance air sampling, and maintain records of work-site air monitoring results for all Class II asbestos work not performed by a asbestos subcontractor
- Supervise Class I and II asbestos work areas
Waste Management Group
The Waste Management Group of the EP Department will coordinate the disposal of all ACM waste and ensure waste packaging and transportation meets all applicable regulatory requirements.
Building, Area, and Facility Managers
Building, area, and facility managers will
- Work with the asbestos program manager to post an asbestos warning at the entrance of each building known to contain ACM. These signs will be posted within 30 days of receiving asbestos building survey results.
- Report all damaged or otherwise disturbed ACM to the asbestos program manager
Managers and Supervisors of Asbestos Workers
Managers and supervisors will ensure all personnel under their supervision are aware of the hazards associated with exposure to asbestos and the requirements in this chapter.
Managers and supervisors of personnel performing asbestos work will
- Ensure personnel performing asbestos work are properly trained and qualified
- Notify the asbestos program manager before scheduling any Class I and II asbestos work
The manager or supervisor responsible for work involving the maintenance, abatement, or demolition of ACM will ensure an environmental notification is filed with the CGS Department before scheduling any asbestos work where the amount of ACM to be disturbed will be greater than or equal to 100 linear feet, 100 square feet, or 35 cubic feet.
SLAC Personnel Performing Asbestos Work
Personnel performing asbestos work will perform all work according to their JHAM and the associated asbestos procedures in
Forms & Tools. Personnel will not perform any Class I asbestos work, assist asbestos subcontractors in performing asbestos work or enter areas where Class I asbestos work is being performed. Personnel will complete and maintain required ES&H training, and not perform any asbestos work unless training has been completed and maintained.
Subcontractors
Asbestos subcontractors will comply with all local, state and federal regulations associated with asbestos work.
