Requirements:
Roles and Responsibilities (5.1.8)

Traffic and Vehicular Safety Program Manager (5.1.8.1)

The traffic and vehicular safety program manager

  • Oversees the traffic and vehicular safety program
  • Coordinates the efforts of the Operations Directorate, the Business Services Division, SLAC Site Security, and ES&H to ensure that safety goals are set and controls are implemented

SLAC Site Security (5.1.8.2)

SLAC Site Security

  • Is responsible for site physical and personal security
  • Provides continuous on-site traffic monitoring
  • Issues traffic control violation forms to personnel who violate parking and traffic rules and provides copies of the citations to SLAC Human Resources Department, department managers, and supervisors
  • Interacts with SLAC Human Resources, Fleet Services, university technical representatives (UTRs), SLAC Public Affairs, and building managers in traffic and vehicular safety issues such as coordinating on-site transportation of large pieces of equipment, blocking off parking lots, and setting up road blocks
  • Provides forms for reporting both on and off-site vehicle accidents and provides assistance for filling them out and providing digital images of on-site accidents.
  • Issues special parking permits, such as temporary disabled parking permits for on-site use only
  • Provides permission and instructions for extended on-site vehicle parking
  • Provides traffic control to assist the Palo Alto Fire Department in safe operations at the scene of an accident
  • Prepares a SLAC-internal SLAC Site Security incident report for every accident involving a vehicle on the SLAC site and for accidents involving government vehicles off-site

Fleet Services (5.1.8.3)

Fleet Services, which is under the Facilities Department,

  • Is responsible for servicing, maintaining, and repairing all government vehicles
  • Prepares formal GSA accident reports for every accident involving a vehicle on the SLAC site and for accidents involving government vehicles off-site

Medical Department (5.1.8.4)

The SLAC Medical Department verifies disabilities for the purpose of issuing temporary disabled parking permits.

Palo Alto Fire Department (5.1.8.5)

The Palo Alto Fire Department (PAFD)

  • Responds to emergency situations related to traffic and vehicular safety that pose an immediate threat to life, health, or the environment

University Technical Representatives (5.1.8.6)

University technical representatives (UTRs), who are responsible for subcontractor work at SLAC, must

  • Stop subcontractor work at sites where traffic or vehicular hazards pose an immediate danger to life or health

Managers and Supervisors (5.1.8.7)

Managers and supervisors

  • Report traffic accidents to SLAC Site Security and Fleet Services that involve vehicle damage, personnel injury, or damage to the area under their supervision
  • Stop activity if they determine that traffic may pose an immediate threat to life or health and call the SLAC Site Security for assistance with traffic control
  • Ensure that personnel perform all duties required to comply with traffic rules and regulations
  • Notify Fleet Services when modifying or repairing existing vehicles such as carts or mopeds, or requesting vehicle repair or maintenance
  • Take appropriate disciplinary action when personnel receive traffic citations issued by SLAC Site Security

Operators of Government Vehicles (5.1.8.8)

Persons operating a government vehicle must

  • Keep records and logs of usage as required by forms kept in each vehicle's binder
  • Visually inspect vehicles to ensure safe operation and take malfunctioning vehicles to Fleet Services for maintenance and repair
  • Visually inspect the exterior of the vehicle (360-degree inspection) for any physical damage to the vehicle. If the damage is not already recorded in the vehicle log, such damage must be reported to the vehicle custodian prior to operation of the vehicle.
  • Notify management when vehicles require major repair or modification

SLAC Employees, Users, Subcontractors, and Visitors (5.1.8.9)

SLAC employees, users, subcontractors, and visitors who will be driving on-site must

  • Complete and submit to the SLAC Site Security a signed SLAC Motorized Vehicle Driving Privilege Form as part of the safety badge issuing process (SLAC vehicle registration is optional but recommended)
  • Follow all traffic and safety requirements
  • Observe SLAC's no idling vehicle policy
  • Immediately call for emergency responders to report any traffic or vehicular emergency situations involving injuries (call 911)
  • Promptly notify SLAC Site Security (ext. 5555) of any non-emergency traffic or vehicular accidents, or of any known or suspected violations of traffic regulations
