Chapter 13: Traffic and Vehicular Safety

Overview (1)

The traffic and vehicular safety program covers the safe operation of vehicles on SLAC's streets, parking lots, industrial areas, and in confined indoor environments.

This program is in compliance with applicable federal regulations and sections of the California Vehicle Code (see Section 3, “Standards”). Areas of compliance include rules of the road, uniform traffic and pedestrian control devices and signage, speed limits, seat belt use, and other safety devices. In addition to outlining these requirements, this chapter emphasizes the observance of courtesy and common-sense safety precautions and also includes SLAC-specific traffic and vehicle safety requirements.

This program is managed by the Operations Directorate, Business Services Division, and SLAC Site Security, in close coordination with the Environment, Safety, and Health (ES&H) Division. Enforcement is carried out for infractions, including a progressive discipline process through the Human Resources Department for SLAC employees. Enforcement of this program for subcontractors is managed through the university technical representative/point of contact and Business Services Division.

Hazards/Impacts (1.1)

Traffic accidents can cause serious injury or death and can destroy personal and government property. The requirements of this chapter are intended to avoid this.

Scope (2)

This chapter applies to all persons at SLAC, including employees, users, visitors, and subcontractors. It applies to all vehicles, motorized and self-propelled, private and government-owned, and passenger and industrial.

For information on the transport of hazardous materials, see Chapter 40, "Hazardous Materials".

Note Hazardous materials may not be transported in personal vehicles.

For requirements regarding fork lifts and other powered industrial vehicles (PIVs), see Chapter 48, "Powered Industrial Vehicles".
