Roles and Responsibilities (5.1.7)
Portable Tools Program Manager
The portable tools program manager will assist with the selection and interpretation of standards in support of compliance and safety improvement efforts and as requested by Environment, Safety and Health (ES&H) coordinators, tool users, or supervisors
Purchasing Department
The Purchasing Department will ensure all tools it purchases on behalf of SLAC users and management will meet applicable requirements.
Managers and Supervisors
Managers and supervisors of personnel who use portable tools will
- Ensure personnel are competent to use the tools required for their tasks, as identified in their JHAM documentation
- Provide appropriate personal protective equipment (PPE) as appropriate for the task
- Spot-check job sites to ensure that personnel are using their tools properly
- Resolve tool safety deficiencies
Tool Users
Tool users will
- Use only tools with which they have experience, or on which they have been trained
- Use the appropriate tool for the task
- Visually inspect their tools before each use
- Inform their supervisor if unfamiliar or unsure which tool is appropriate
- Report any tool deficiency to supervisor, remove from service, and tag "out of service" until repaired or removed from service permanently
- Stop work immediately if a tool becomes damaged
- Wear appropriate PPE for the task
- Practice job and work area housekeeping
- Return tools to their proper storage location
Subcontractors
All subcontractors will
- Meet Cal/OSHA and SLAC requirements for portable tools
- Provide their employees with compliant tools; subcontractors are not to use SLAC tools
Project Managers and University Technical Representatives
Project managers and university technical representatives (UTRs) will ensure subcontractors meet the requirements of this program.
