Chapter 02: Work Authorization

Overview (1)

This chapter describes how line management authorizes work ensuring that the five integrated safety management (ISM) core functions are implemented to ensure adequate protection of workers, the public, and the environment. Review and concurrence requirements of the Environment, Safety, and Health (ES&H) program - comprising subject matter experts (SMEs) both within and without the ES&H Division, safety officers, and citizen committees - are defined.

This chapter also implements two key ISM guiding principles, GP 7, "Operations Authorization", by defining the conditions and requirements necessary to initiate work operations and GP 6, "Hazard Controls", by describing the processes for analyzing hazards and implementing tailored controls. The chapter also reinforces ISM Guiding Principle 1, "Line Management Responsibility for Safety", by clearly stating that the work authorization system, which includes required approvals and concurrences by others, never relieves the line of its responsibility and accountability for safe work performance.

Note: The SLAC Integrated Safety and Environmental Management System Description [pdf] complements the ES&H Manual in fully describing ES&H management. However, this ES&H Manual will be the primary ISMS reference for SLAC staff.

This chapter applies to all SLAC managers, supervisors, and individuals, including employees and non-employees, and all SLAC work activities.
