Definitions (Section 4)
Accelerator safety envelope (ASE). A document that defines the set of physical and administrative bounding conditions for safe operations, based on the safety analysis documented in an accelerator facility's safety assessment document.
Area hazard analysis (AHA). A process for analyzing hazards, focused on the hazards an individual faces in his/her work area as opposed to hazards of individual work activities (see job hazard analysis and mitigation, below).
Environmental management system (EMS). An ISMS-like approach for ensuring adequate environmental protection. A SLAC EMS is required by presidential executive order and DOE Order 450.1.
Hazard. Any activity having the potential to adversely impact human health, property, or the environment.
Imminent hazard. Any activity or situation that is likely to result in serious injury, death, or significant environmental or property damage (see ES&H Guideline, "Determining Unsafe Activities"
[pdf]).
Integrated safety management system (ISMS). The term used to describe the system wherein environment, safety, and health considerations are integrated into plans for meeting scientific and support program objectives. ISMS requirements are described in the DOE Guide 450.4. The environmental management system (EMS), required by DOE Order 450.1 to be part of the SLAC ISEMS, is presented in separate documentation.
Job hazard analysis and mitigation (JHAM). A tool used for analyzing hazards an employee faces and identifying measures to mitigate those hazards.
Line management. Officially designated managers and supervisors who have been entrusted with traditional authorities to make hiring decisions, manage employee performance, and provide a safe and environmentally sound workplace. Scientific programs are often built on people matrixed to a team. This creates shared responsibility for individuals by the supervisor of record and the matrixed supervisor that must be addressed through consultation between the two supervisors. Line management also includes other persons such as area and facility managers, responsible for administration of the line functions in both science and operations programs. Line management may designate another qualified person to perform specific duties, but remains responsible for that person's conduct.
Safety assessment document (SAD). A document required by DOE Order 420.2, "Accelerator Safety", that defines the safe operating envelope for an accelerator or accelerator-related activity and specifies many other safety requirements.
SLAC individual. Includes employees of SLAC and all non-employees (guest, student, subcontractors, and so on).
SLAC Training Assessment (STA). A tool used for identifying specific, appropriate training for an individual employee to address job skill requirements or to address hazards (and their mitigation) that the employee may encounter in the performance of the work
.
Subject matter expert (SME). Staff possessing special expertise in an ES&H program. SMEs are found in various divisions. Some SMEs, such as for confined space entry, industrial hygiene, or lead abatement are in the ES&H Division, while hoisting and rigging SMEs are in the Conventional Experimental Facilities Department.
Work activity. Any activity done in the furtherance of the scientific or support missions of SLAC.
