Overview
Performance Measures are a system of metrics to evaluate SLAC's ES&H performance. The
total "point score" assigned by DOE to SLAC for the laboratory's
site-wide ES&H program is based on these Performance Measures.
This ES&H score, combined with the scores for Business Services
and Science and Technology, constitutes the SLAC Institutional
Assessment final result prepared by DOE at the end of each
fiscal year (FY).
For FY05 and following years, the distinction between lagging
(outcome) and leading (process) indicators seen in previous
fiscal years was dropped.
Lagging indicators, such as the number of Lost Work
Days/Total Reportable Cases measured for Accidents and
Illnesses, indicate events that have already happened. Leading
indicators, such as the percentage of
SLAC Employee Training
Assessments (STAs) completed, serve as developmental programs or
reflect the status of processes designed "up front" to improve
ES&H performance.
Starting in FY06, the DOE Office of Science (SC) began a new
performance measure process that was in part standardized for
all 10 SC labs, of which SLAC is one. The new process follows
the Performance Evaluation and Measurement Plan (PEMP) structure
developed by SC. Lagging and Leading indicators may be included
in the PEMP process as appropriate.
Criteria Levels
Three criteria Levels have been developed:
- Level I criteria apply for broad programs such as:
5.0 Sustain Excellence and Enhance Effectiveness of
Integrated Safety, Health, and
Environmental Protection
- Level II criteria apply for more specific functional
areas such as:
5.1 Provide a Work Environment that Protects Workers and
the Environment
- Level III criteria provide specific performance measures to
which a performance target may be assigned such as:
5.1.a The Contractor’s progress in meeting the Office of
Science FY07 safety goal for days away, restricted or
transferred (DART) case rate.
Definitions
SC has provided key definitions to support the PEMP process:
Performance Measure: A quantitative or qualitative method for
characterizing performance to assist the reviewer in assessing achievement of the
corresponding Performance Objective (i.e., what you would measure).
Performance Target: The desired condition, milestone, or
target level of achievement for
each Performance Measure (objective or subjective as
appropriate),
established at an appropriately detailed level that can be
tracked
and used for a judgment or decision on performance assessment.
Notes
Although some Level III criteria may be similar across the 10
SC labs, many of these specific performance measures may be
quite different between the labs.
