Chapter 1: General Policy and Responsibilities

This chapter summarizes key environment, safety, and health (ES&H) policy and assigns roles, responsibilities, and authorities to managers, supervisors, employees, and non-employees, including visiting scientists, subcontractors, students, or guests, for integrating ES&H considerations into all activities at the Stanford Linear Accelerator Center (SLAC) so as to protect workers, the public, and the environment. It also describes how SLAC meets the Department of Energy (DOE) standard (see Scope section below) for integrating ES&H into all SLAC activities through its integrated safety and environmental management system (ISEMS).

The SLAC Integrated Safety and Environmental Management Systems Description [pdf] complements the ES&H Manual in fully describing ES&H management. However, this ES&H Manual will be the primary ISEMS reference for SLAC staff, including those who oversee the safety of non-employees.

Scope

This chapter applies to all SLAC managers, supervisors, employees, and non-employees, as well as to all SLAC work activities.

Implementation

The requirements of this chapter are effective upon publication (July 28, 2006) unless otherwise noted here.
