Roles and Responsibilities (5.1.7)

Note: Additional roles and responsibilities for fire protection system impairment and fire prevention hot work are described in their respective program descriptions.

Fire and Life Safety Program Manager (5.1.7.1)

The fire and life safety program manager, the SLAC fire marshal, will

  • Serve on the Fire Protection Safety Committee
  • Authorize fire protection system impairments (as the impairment coordinator)
  • Oversee the fire prevention hot work permit program and review permit applications to verify fire safety systems in buildings are not impaired while hot work is being performed
  • Track resolution of fire department inspection findings
  • Provide criteria on determining the number or type of fire extinguishers needed in a given area
  • Verify that new fire extinguishers and their locations are properly selected
  • Arrange for Stanford service technicians to provide maintenance and repair of portable fire extinguishers
  • Provide fire safety design review of plans for major construction and building modification projects in support of the Building Inspection Office
  • Provide criteria on limiting fire hazards
  • Track and provide the following metrics for incorporation into quarterly ES&H reports to DOE Stanford Site Office: percent plan checks completed; percent inspections completed; percent fire protection system tests completed
  • In addition to quarterly metrics, track and provide the following metrics for incorporation into the annual ES&H report for DOE headquarters: number of fires with damage exceeding $50,000; number of sprinklers activated; number of injuries attributable to fires
  • Support the Office of Assessment (OA) in providing self-assessment activities for the fire protection program

Fire Department (5.1.7.2)

The Fire Department will

  • Respond to all fire alarms and reports of fire received from SLAC (see Chapter 37, "Emergency Management")
  • Operate the SLAC Fire Station
  • Inspect and test fire hydrants annually
  • Provide fire-extinguisher training to SLAC personnel
  • Conduct annual fire safety inspections at SLAC
  • Assist subcontractors in obtaining hot work permits

Fire Protection Safety Committee (5.1.7.3)

The Fire Protection Safety Committee will

  • Develop and recommend fire protection policy for implementation at SLAC as requested by the Safety Oversight Committee
  • Review major new projects. Fire Protection Safety Committee reviews are usually focused on evaluating the fire hazards of experimental equipment
  • When called upon by the fire marshal, review any existing activity or facility for which previously unidentified fire hazards have been discovered

Building Inspection Office (5.1.7.4)

The Building Inspection Office will

  • Oversee code compliance for conventional construction design and construction
  • Inspect subcontracted conventional facility construction projects
  • Approve occupancy of conventional facilities
  • Provide fire safety review for modifying exit paths

Facilities Department (5.1.7.5)

Facilities will address the following fire and life safety activities concerning conventional facilities. All activities are managed through the Facilities Service Request System, and all preventative maintenance and repair activities are tracked:

  • Take fire protection equipment out of service temporarily when necessary, following Fire and Life Safety: Fire Protection System Impairment Procedures [pdf]
  • Maintain and test fire sprinkler systems, battery-operated emergency lights, fire alarm systems, smoke and heat detectors, the fire alarm reporting network, and fire barrier walls
  • Oversee weed abatement and manage the natural landscape at SLAC to minimize wildland fire hazard and to keep any vegetation fires that do occur from damaging buildings or equipment
  • Repair components of exit paths, such as handrails, exit doors, stair treads, and illuminated exit signs
  • Ensure that emergency lighting systems are installed where required and are operational
  • On a monthly basis, test and maintain all non-generator-powered emergency lights except in areas of limited accessibility, where the tests will be scheduled to coincide with periods when entrance to the area is allowed

Managers and Supervisors (5.1.7.6)

Line managers and supervisors will

  • Contact the Facilities Service Desk to have any fire protection equipment taken out of service temporarily
  • Designate a person to be responsible for selecting, purchasing, replacing, and determining the need for portable fire extinguishers in their area
  • Ensure that personnel are trained in the use of portable fire extinguishers, as appropriate
  • Notify the building manager of plans for construction and building modification projects
  • Obtain fire prevention hot work permits from the Fire Department before work is performed that involves welding, sparking, or the use of an open flame
  • Notify the building manager of plans for modification of any part of an exit path (including exit doors)
  • Conduct quarterly safety inspections of technical operations, experiments or laboratories under their responsibility, including fire safety items

Building Managers (5.1.7.7)

Building managers will

  • Contact the Facilities Service Desk to have any fire protection equipment taken out of service temporarily
  • Ensure that monthly visual inspections of portable fire extinguishers are conducted
  • Request non-routine servicing of fire extinguishers as necessary from Stanford Fire Extinguisher Service Group
  • Provide an annual safety survey of their conventional facilities, including fire safety items
  • Ensure that corrective actions are taken to address the findings of the annual fire safety inspection performed by the Fire Department
  • Conduct formal ES&H surveys of their conventional facilities at least once per year, including fire safety features
  • Ensure that fire safety is observed on their frequent informal walkthroughs of their buildings
  • Conduct semi-annual exit path reviews and request Facilities services as necessary to repair components of exit paths
  • Review plans for modification of any part of an exit path and obtain a fire safety review of the plans from the Building Inspection Office

Project Engineers (5.1.7.8)

For in-house construction projects, project engineers will

  • Ensure that work is performed to applicable fire safety-related codes, drawings, standards and specifications
  • Ensure that appropriate tests of active and passive fire protection systems are specified in project documents and performed as required, and provide results that meet requirements
  • Ensure that construction work is accomplished in a manner that is in compliance with appropriate construction fire safety requirements

Project Managers and University Technical Representatives (5.1.7.9)

Refer to Chapter 42, "Subcontractor Construction Safety", for responsibilities of project managers and UTRs relative to construction subcontractors, including fire safety responsibilities. Project managers (PMs) and university technical representatives (UTRs) have the front-line responsibility for providing design and project review for building and equipment modification at SLAC.

Subcontractors (5.1.7.10)

Refer to chapters 42, "Subcontractor Construction Safety", and 49, "Service Subcontractor Safety" for responsibilities of subcontractors on the SLAC site, including fire safety responsibilities.

Personnel (5.1.7.11)

All personnel on-site are responsible for the following fire and life safety activities:

  • Properly observe fire safety signs. In particular, do not prop open fire doors
  • Keep exits and corridors clear at all times
  • Limit fire hazards (see Fire and Life Safety: Limiting Fire Hazards Guidelines [pdf]), including smoking only in designated areas and obtaining a hot work permit for any barbequing
  • Do not use exit paths for open storage at any time
  • Do not store flammable or combustible liquids and gases in exit paths at any time
