About This Manual
Purpose
The purpose of this SLAC Environment, Safety, and Health Manual is to provide managers, supervisors, and personnel with the detailed information necessary to implement the following policy documents:
Contents
The manual is organized into a series of chapters, each comprising a management description of a specific ES&H subject and its corresponding program. Each chapter contains the following required elements:

The chapter itself is intended for those who design and oversee the implementation of safety controls. Specific requirements, including procedures, guidelines, forms, and specifications, are listed in the
"Exhibits" section and are intended for use in the field by managers and workers.
Process
Development
Chapters are to be developed following the process described in Chapter 1, "General Policy and Requirements":
- Author and ES&H Division SMEs develop content.
- Stakeholders, selected by the author and the ES&H division associate director
(ES&H AD), review content and assess feasibility.
- Author responds to comments and revises draft.
- Author invites comments laboratory-wide. At this stage, the
draft policy is to describe a proposed implementation plan that
acknowledges new requirements will require a period to be met fully.
Directorate ES&H coordinators review proposed policy and ensure key
staff members of their directorate review and comment.
- Author responds to comments and revises draft. If changes are
substantive, a second laboratory-wide review cycle may be warranted.
The decision is left to the ES&H division associate director.
- ES&H AD and chief operating officer (COO) review revised text and comment and response record, check for concurrence, and forward proposed policy to the ES&H Coordinating Council.
- The ES&H Coordinating Council approves/disapproves proposed policy.
- The ES&H AD incorporates policy into the ES&H Manual or other ES&H-related document and publicizes the new policy.
Comment and response records will be accessible: summaries for stakeholder review and the complete record for site-wide review.

Major Revisions
Major revisions will be made following the same process as used for new chapters. The
ES&H AD will determine what revisions are considered major.
Minor Revisions
When changes are not substantive and major, the ES&H AD may approve and
implement revisions without further review or ES&H Coordinating Council
approval. In all such cases, he/she will provide notice to the ES&H
Coordinating Council and, as appropriate, provide general notice to the
laboratory population of the change. Approval authority for format, style,
and production changes can be delegated by the ES&H AD to staff within
the ES&H Division.
Annual Review
Each chapter will be reviewed annually, along with comments received during the year and changes to the management system descriptions and work smart standards (WSS). The
ES&H AD will make an explicit finding whether the chapter needs revision.
Distribution
Manual chapters are to be published via the web. Hard copies may be printed for convenience but are not to be considered the authoritative version and are not to be controlled.
