Roles and Responsibilities (5.1.7)

Hazardous Waste Program Manager (5.1.7.1)

The hazardous waste program manager has the following responsibilities:

  • Ensure there is an appropriate final destination for hazardous waste and manage off-site shipment of hazardous waste for reuse, recycling, and disposal
  • Identify acceptable subcontractors for off-site transport and disposal of hazardous and industrial wastes
  • Coordinate the authorization of departments to perform hazardous waste treatment
  • Coordinate hazardous and industrial waste management activities with other SLAC ES&H programs
  • Designate, with line management, generic waste collection areas, WAAs and SWAAs
  • Coordinate with university technical representatives the management of hazardous and industrial wastes generated by subcontractors or SLAC-operated activities
  • Maintain the hazardous waste tracking system
  • Prepare regulatory reports related to hazardous waste management
  • Assign hazardous waste treatment concerns to the hazardous waste treatment program manager

Waste Management Group (5.1.7.2)

The Waste Management Group (WM) has the following hazardous waste management responsibilities:

  • Provide trained personnel to guide generators in the proper management of hazardous waste
  • Issue empty containers for the accumulation of hazardous waste
  • Assist hazardous waste generators in properly characterizing waste
  • Provide waste identification numbers and labels for hazardous waste containers and items
  • Manage the pickup of hazardous waste containers and items
  • Transport packaged waste from the generator's storage area (generic collection area, WAA or SWAA) to the HWSA

Fleet Services (5.1.7.3)

Fleet Services, which is under the Facilities Department is responsible for managing spent lead-acid batteries (from automotive applications and other batteries equivalent in size and type). Fleet Services will:

  • Serve as a central repository
  • Arrange for proper shipment to an off-site recycling facility
  • Maintain required records associated with shipments

Fleet Services will also crush used vehicle oil filters and any other oil filters of similar or smaller size not contaminated with solvents or polychlorinated biphenyls (PCBs), and send them to WM for off-site shipment.

Salvage Group (5.1.7.4)

The Salvage Group of the Property Control Department has the following hazardous waste management duties:

  • Coordinate with WM on the management of equipment or articles that can become hazardous waste if not properly managed. Such wastes include oil-filled equipment, equipment or instruments containing mercury, and electronic equipment that may contain hazardous materials such as lead.
  • Advise equipment owners by means of a preliminary determination, how the equipment can qualify for salvage.

Managers and Supervisors (5.1.7.5)

Managers and supervisors have the following hazardous waste management duties

  • Ensure that hazardous waste generated by work projects is managed in accordance with this chapter and other relevant programs
  • Include hazardous waste management duties in employee job descriptions
  • Ensure that each employee involved in hazardous waste management receives proper training
  • Ensure that each employee involved in hazardous waste management performs his or her duties in compliance with proper hazardous waste handling and management procedures
  • Designate persons to be responsible for generic waste collections areas, WAAs, and SWAAs
  • Coordinate with the building manager and the emergency management coordinator to include WAAs in the facility emergency plan (FEP)

Designated Persons (5.1.7.6)

Each designated person is responsible for the coordination and management of hazardous waste in their generic waste collection area, WAA or SWAA. Specific duties include

  • Conduct regular weekly inspections of generic waste collection areas, WAA, or SWAA
  • Ensure hazardous waste is properly identified and labeled
  • Manage and report spills and spill clean-ups
  • Ensure that the FEP remains current in identifying hazardous waste collection areas
  • Report non-compliance to line management and confirm corrective action is taken
  • Submit forms and act as the primary liaison with WM

In addition, a designated person is responsible for the general duties outlined below for personnel.

Personnel (5.1.7.7)

Personnel who select and use hazardous materials or who generate hazardous waste share in the responsibility to minimize waste generation and to prevent pollution (see Chapter 22, "Waste Minimization and Pollution Prevention"). Personnel are required to:

  • Perform duties in compliance with proper procedures for hazardous waste handling and management
  • Attend training and re-training appropriate to the level of work with hazardous waste
  • Be able to determine properly if a waste is hazardous (with assistance from WM, as needed)
  • Use appropriate personal protective equipment (PPE) when handling hazardous waste
  • Complete and submit the appropriate form to request empty containers or hazardous waste labels from WM
  • Ensure that hazardous waste containers are removed by WM once they are full or after approximately 45 days of waste accumulation, whichever comes first.
  • Maintain hazardous waste containers and waste collection areas
  • Report non-conformance to the requirements of this chapter to line management and confirm corrective action is taken
  • Inform WM and relevant supervisors of waste-related issues and concerns

Project Managers and University Technical Representatives (5.1.7.8)

Project managers and university technical representatives (UTRs) must coordinate subcontractor and SLAC-operated activities with the hazardous waste program manager to ensure that hazardous and industrial wastes are managed in accordance the requirements of this program.

Subcontractors (5.1.7.9)

All hazardous and industrial waste generated at SLAC must be managed by WM. Subcontractors working on-site must work in accordance with requirements of this program and coordinate any hazardous or industrial waste management activities with their UTR.

Subcontractors responsible for off-site transportation of hazardous waste are managed by WM, and must meet all federal, state, and local requirements.
