Roles and Responsibilities (5.1.9)

This section presents the responsibilities of personnel responsible for carrying out routine SLAC emergency management duties. For roles and responsibilities for the emergency management organization that applies during emergency conditions, see the EPP.

Emergency Management Coordinator/Program Manager

The SLAC assistant fire marshal is the emergency management coordinator/program manager. In these capacities, the program manager

  • Develops and implements the EPP, including recommending appropriate standards and developing requirements and procedures
  • Administers and manages all elements of the EPP under his or her direct control, and facilitates the coordination of emergency plans and procedures under the control of other groups
  • Evaluates site compliance with emergency management requirements
  • Coordinates and facilitates EOC and SERT drills and supports building evacuation drills as requested by building managers
  • Provides support to the emergency management organization, including assisting in determining emergency events classifications that may lead to the activation of the EOC
  • Updates the hazard assessment at minimum once every three years
  • Maintains emergency supplies
  • Is the liaison to the Stanford University emergency management coordinator
  • Is a member of Emergency Preparedness Committee
  • Is the SLAC custodian of the emergency readiness assurance program
  • Coordinates training for emergency management organization members

Fire and Emergency Management Group Manager

The fire and emergency management group manager is the SLAC fire marshal. In addition to the duties described in Chapter 12, "Fire and Life Safety", the fire marshal

  • Supervises the emergency management coordinator
  • Is the liaison to PAFD
  • Maintains the ERD
  • Is a member of Emergency Preparedness Committee
  • Provides oversight of the emergency management program in the absence of the emergency management coordinator/program manager

The Palo Alto Fire Department

The Palo Alto Fire Department

  • Operates fire stations, including on-site Station 7
  • Responds to emergencies
  • Assumes field incident commander authority in emergencies involving fires, spills, and medical emergencies

San Mateo Sheriff's Office

The San Mateo Sheriff's Office

  • Assumes field incident commander authority in emergencies involving security emergencies

SLAC Site Security

SLAC Site Security

  • Responds to emergencies
  • Monitors emergency communications and provides emergency contact information from the ERD
  • Secures areas affected by an emergency
  • Documents certain types of incidents
  • Manager is a member of Emergency Preparedness Committee

SLAC Medical Department

During an emergency, medical staff

  • Accesses the emergency supplies in the triage trailer
  • Sets up the medical triage area and provides emergency aid
  • Helps coordinate transport to medical facilities

SLAC Emergency Response Team

SLAC Emergency Response Team (SERT) members are only activated after a major earthquake. At that time, SERT members

  • Assist the SLAC emergency management organization and professional emergency responders
  • Assist in light search and rescue and medical triage
  • Help access and use emergency supplies

Building Assessment Team

Building Assessment Team (BAT) members are trained to

  • Provide preliminary structural damage assessments following an earthquake
  • Identify and tag buildings that show exterior signs of distress following significant shaking in order to prioritize SLAC buildings for professional structural review

Building Managers

Building managers

  • Develop the FEP for their building(s) and review it annually
  • Update information in the life safety box for their building(s)
  • Train and supervise volunteer floor monitors, sweepers, and emergency assembly point monitors
  • Conduct annual building evacuation drills
  • Implement protective or mitigatory measures to ensure safe work areas within their building

Emergency Management Organization Personnel

Persons designated as part of the emergency management organization are responsible for emergency duties as specified in the EPP. The SLAC director is the overall strategic incident commander. The organization is sized to meet the needs of a particular emergency.

All Persons

All persons on the SLAC site

  • Are responsible, if they witness an emergency, for notifying emergency responders and providing information relating to the incident
  • Must participate in building evacuation drills
  • Must be familiar with the FEP for their work area and follow prescribed emergency procedures, such as following evacuation routes and meeting at the emergency assembly point
