Chapter 37: Emergency Management
Overview (1)
This chapter and its supporting documents describe SLAC's emergency management program, which is designed to meet the requirements of National Fire Protection Association (NFPA) Standard 1600, "Standard on Disaster/Emergency Management and Business Continuity Programs," together with selected elements of DOE Order 151.1, "Comprehensive Emergency Management System." (See

The objectives of the SLAC emergency management program are to
- Prevent injuries and save lives
- Protect property and the environment
- Secure critical infrastructure and facilities
- Resume laboratory operations quickly, efficiently, and safely in the wake of an emergency
Key emergency management program elements include a hazard assessment of the most probable emergency or disaster scenarios, an emergency preparedness plan (including a description of emergency management organization), emergency plan implementing procedures, facility emergency plans, and a continuity of operations program.
Scope (2)
This chapter presents emergency management program requirements that apply to all persons at SLAC, including employees, subcontractors, users, and guests. Listed requirements range from general, such as mandatory participation in building evacuation drills, to highly specific ones that apply to emergency operations center staff only. Requirements for all phases of emergency management are included:
- Prevention
- Mitigation
- Preparedness
- Response
- Recovery
The specifics are provided in the supporting documents (see Section 6, “Exhibits”). The
Comprehensive Hazard Assessment analyzes and ranks potential incidents including natural disasters, accidents, technological events, and security incidents that could occur at SLAC. The SLAC
Emergency Preparedness Plan (EPP) includes essential information on how emergencies of any scale - incidents, emergencies, and disasters - are managed at SLAC. The EPP also addresses how SLAC personnel coordinate with professional emergency responders, DOE representatives, and the Stanford University emergency management organization.
